Introduction
Suppose an individual who has a point consciousness ( X Y Z ) is given a duration of T units to experience time.
The time could be used to pursue any genuine interest or get stuck in the bureaucratic work defined by another individual’s genuine interest. Individuals who fail to pursue their passion get stuck in bureaucratic work. Any work that the individual has no creative passion can be defined as bureaucratic work.
However, if there is a situation where an individual has been presented with an extension of δ units to their period of time T at the expense of another individual’s Time T, then a choice is required by free will.
The Free will of the individual determines the moral grounds it wishes to follow in the choice-making.
This metric of Morality through choice-making could be averaged over the duration of T units for the individual.
If an individual’s choice-making is independent of the circumstances, which is a function of the time t, it implies that there are individuals who are 100 % Moral
100 % Immoral
The individual could then create the illusion of morality from immorality or vice versa according to the circumstances at time t.
If the entire population of all the point consciousness had a government system based on Morality or Immorality, the government could have the following structure.
Moral Choice-making government

1. Transparency ( including everything about their own authentic Maturity levels )
2. Honesty and time corruption minimization 3. Authenticity ( The capacity to be honest about one’s own dishonesty ) Immoral choice-making government
Deception and illusion, including information about their own existence. The strength of the government policy comes from the ability to hide their existence, motives, policies, and even their reign.
The goal of the deception and illusion is to hide the true intentions, which could potentially break the law of free will on individual and collective grounds.

The Others
The individuals whose choice-making is based on Morality grounds are still dependent on the circumstances of life ( a function of time ) are defined as opportunistic people.
Therefore, the function of Time is to simulate the movement of circumstances (
comfort ⇀
↽ discomfort through locations X, Y, Z) to make opportunistic people’s choices independent of time.

Authority
If individuals can remain honest under a dishonest government or dishonest under an honest government, then the implication is that they hold some sort of Authority in the government.
The authority would then have to be inherited from the dimension enclosing this dimension of Space-Time as a result of their ability to measure the authenticity of individuals.
