A supply of IFP serum finally arrived, but there was only enough to treat existing cases. When the daily number of deaths jumped to 30, the town was sealed, and an outbreak of “Needless Departure Syndrome” (NDS) was officially declared, when the White residents tried to leave.

The town was sealed off. The town gates were shut, rail travel was prohibited, all mail service was suspended, and the internet crashed taking all social media with it. The separation affected daily activity and depressed the spirit of the townspeople, who began to feel isolated and introverted.

Raymond Rambo devised a plan to escape the city to join his wife, who was spending the season with her long unseen family in Paris after city officials refused his request to leave. He befriended some underground criminals so that they might smuggle him out of the city, the converse of how they standardly smuggled illegal alien darkies in.
