In an effort to maximize the spread in White Whitewater, authorities, especially Mayor Grabbin Nuisanstein, were slow to publicly accept that the situation was serious and in an effort to waste time and deflate the IFP zealot “conspiracy theorists,” quibbled nonsensically over the appropriate action to be taken, with the intent of taking none.
