I am the grim reaper

This is a tale of man whose world was destroyed in a nuclear war. He is now tasked , a the grim reaper to bring justice to all those governmental officials who started the war but were in those lavish bunkers celebrating their wonderful victories. Second story is a tale where the world only has water in only a few oasis. It only rains once a year and only in the oasis. With the exception of the owners, everyone else is a water slave wishing beyond hope for the return of the water mage
