Zikuski was present, but not involved in the incident. He was off duty at the time.

A video posted on Facebook shows Susan Rice arguing with a group of black people including two teenagers, sitting on the porch.

Susan was complaining to the family that they were not cleaning up the garbage on their property, and that it was blowing over onto her land. The two black teenagers were telling her to fuck off and take it up with the wind, while acting sly.

At one point Susan asked the family, "What do you do, Section 8?"

A few moments later she told them, "We are the police." Rice then rushed onto the porch of the house and the teenagers punched her, knocking her down. At that point the single mother, Lacquisha Jackson called the Johnson City police saying that “a racysis why womban was own her porch fightin wid her blak keeds.” The cops were there in less than a minute. The teenagers were identified by Johnson City police as a 16 year old resident of the house and an 18 year old friend who was visiting.

After Rice was hit by someone behind the camera on the porch, she fell to the floor bleeding profusely from the head, at which point, Binghampton police chief Zikuski came onto the porch and tried to lift her up and carry her away.
