I think according to the Scriptures, the scapegoat was supposed to be released into the wilderness, but from what I've read, it is true that the Jews released it and pushed it off a cliff to make sure it didn't come back.

Very good however it would have gained so much more it it explained what the Jews say about it. For instance in Leviticus 16 you leave the impression that the scapegoat was released in to the wildernes to live, when the goat was released from the top of Mount Azazal's cliffs with a push to its death. Talmud Mishnah, Yoma 6:1-8. David R Freeman
